Issue a Bearer API key for remote MCP clients. One-time setup per client; revoke anytime.
Remote AI tools (Claude, etc.) connect to https://mcp.pa.inuka.auth.lk with a long-lived Bearer key. Passkey is required once to mint or revoke — not on every tool call. Intent execution still needs Passkey/TOTP on confirm links.

No active portal-issued keys. Bootstrap env MCP_API_KEY still works if set.
